Proposal to Handle
Noncompliance with Monitor Duties
After initiallyjoining the VWC, there are three
requirements for retaining membership in the vwc:
1.Residency in the villages
2.Payment of annual dues
3.Performance of twelve hours of service to the
club(primarily in the form of three four-hour shifts as a shop monitor)
Only those members who perform other necessary
duties in critical areas are granted a waiver from performing monitor duties. These waivers are approved by the Board of
Directors on an annual basis.
The following proposal
is meant to deal with situations where attempts to avoid performance of the required
twelve hours of service.
When
those responsible for
coordinating the monitor
service program (office management) detect a situation
in which it
appears a member
is attempting to avoid mandatory service, and the member has not
received a waiver
of these services, by themselves in a position of not being able
to perform the duties available on a timely basis, shall institute a
consultation between the
Office Manager and
the President Chairman of the Board to determine whether
the member needs to be placed on Restriction until the necessary shifts are
completed. If there is concurrence, the member shall be restricted from use of
the Shop except to perform their required duty and until such duty is
completed.
On September 30th of the current year,
a preliminary determination is to be made of by the office staff management,of all members, to
determine who may fall into a category where they are in danger of not meeting the required
duty compliance. A notice shall be sent
by the best means possible
to inform these membersof their
lack of performance
and that danger of forfeiting their membership unless
adequate arrangements are made immediately to overcome this deficit.
By December 1st, the list of those members in
jeopardy shall be reviewed by theoffice staff management and those remaining in
deficit shall be put on restriction pending resolution. A letter shall be sent to the member in
jeopardy informing them that they are on restriction until duty obligation is completed.
Because
an adequate number
of monitor duty
opportunities may not be alternate
service assignments (necessary for
the continuing operation of the VWC) created and
made available. This
list shall be
created by a committee
designated purpose and appointed
by the Chairman of the Board and/or President. If it is not possible to get a
monitor duty assignment period, the member shall be able to complete their
obligation from such designated opportunities.
Any
member attempting to
pay dues for
the succeeding year,
who falls category, shall be counseled at the time they
pay their dues that they need to make adequate arrangements as soon as possible
and prior to December 31st.
Unless waived for the previous calendar year by
the Board of Directors, a member must have their entire duty
obligation completed (for the calendar
year ending December 31st) by December 31st. If
service duty isnot completed
by that date,
a letter shall be sent to the
member informing them that their membership has been placed into a termination
status for failure to
comply with the
regulation of the
VWC. The member
shall be informed action has been
initiated in compliance with Section 3.5.2 and 3.5.3 of the By Laws of VWC and
that the member shall be allowed to attend the February BOD meeting to rebut
the charges as stated in Sections 3.5.4 and 3.5.5. If the member fails to
appear at the February BOD meeting the membership shall automatically be
revoked. If the member should appear and
has had an opportunityof rebutting the charges,the BOD shall then take a vote
to determine if revocation of membership is warranted.
